Something changed this year that most people won't learn about until it's too late.
The IRS has an internal manual called IRM 5.15.1.
It's the playbook Revenue Officers use to decide how hard to come after you.
It got rewritten. Effective June 29th.
And if you owe back taxes and nothing is set up yet, you need to know what's in it.
Here's what changed:
Revenue Officers can now show up at your door on their own authority — no sign-off required first
There's a new question built into every interview, aimed straight at crypto and digital assets
The instruction is explicit: full payment first, then your equity, then your borrowing capacity — an installment agreement is what's left after they've already tried to take everything else
Let me say that last one again, plainer.
They are trained now to assume you have more than you're telling them.
And to prove it before they'll even discuss a payment plan.
What this means for you:
The old timeline — letter, then a call, then maybe a visit — just got compressed.
The window where you still control the conversation is smaller than it was in May.
I know this because I lived it.
